A member of the GBATemp forum has apparently written a homebrew application for the Nintendo DS that enables the system to act as a SIP VoIP Client.
To use the application you have to have an existing SIP account. Additional information on how to get the software setup and running is available from the application homepage and in the thread on GBATemp.
